Senate Bill 827 (SB 827), effective as of January 1, 2026, requires covered local agency officials to complete mandatory fiscal and financial training every two years. Additionally, newly appointed or hired officials are required to complete the training within six months of assuming office or employment.  

Best Best & Krieger LLP (BBK), in collaboration with public finance professionals from Regional Government Services (RGS), to co-present a webinar designed to satisfy SB 827’s mandatory training requirements while providing practical, real-world guidance on financial oversight and stewardship of public resources. 

This training focuses on the core fiscal responsibilities of public agency officials and staff, offering actionable instruction on budgeting, financial controls, long-term planning, and risk management. Participants will gain a clear understanding of their legal and fiduciary obligations, common financial pitfalls facing public agencies, and best practices to promote transparency, accountability, and fiscal sustainability.

The program is tailored for elected and appointed officials, executives, and staff with fiscal responsibilities and is suitable for agencies seeking to ensure compliance with SB 827 while strengthening sound financial governance.

  • Capital financing, debt management, and revenue mechanisms

  • All public officials, officers and employees who file Statements of Economic Interest (aka Form 700)
