New legislation allows cities and special districts to implement progressive design-build in order to hire design and construction teams at the beginning of a project. The ability to partner and collaborate with the most qualified firms provides an opportunity for reduced project risks, cost savings, and, ultimately, better projects. However, it can also present unforeseen legal, practical, and political risks and challenges.
