Eric Garner and Andre Monette to Provide Leadership on Water Law and Policy
Eric Garner and Andre Monette will serve two years as members of the newly established International Bar Association’s (IBA) Water Law Advisory Board. The Board, which was recently approved by the International Bar Association (IBA), will provide leadership and guidance on global policies addressing water rights, access, and governance, in light of increasing concerns over water scarcity, climate change, and the sustainable management of water resources.
Garner, an esteemed water law attorney and managing partner of BBK, brings years of experience in water rights and supply law. He is a member and in-coming Treasurer of the International Water Resources Association (IWRA) and a member of the IBA's Water Law and Environment, Health and Safety Law Committees. Garner has represented parties in some of the most significant California groundwater adjudications to date and has also worked internationally on water law matters in countries such as South Africa, Trinidad, and Pakistan. Garner’s vast experience and knowledge of water law have earned him numerous accolades, including multiple recognitions as a California Lawyer of the Year.
Monette, a member of BBK’s Environmental & Natural Resources practice group, has extensive experience advising both public and private clients on matters related to water quality, water rights, and supply. Monette serves as a lawyer and federal lobbyist for water projects in the United States and internationally. He has represented water districts, agricultural interests, and municipalities in a wide range of regulatory issues, has authored multiple briefs in cases involving water law before the United States Supreme Court, testified before the United States Congress on multiple occasions and helped obtain more than $850 million in project funding for wastewater projects along the US/Mexico border. Monette’s deep understanding of the intersection between water quality and water supply regulation will be invaluable to the Board.
Both Garner and Monette previously served as Chair of the IBA’s Water Law Committee. Monette is also a member of the IBA’s Section on Energy, Environment, Natural Resources and Infrastructure Law (SEERIL) Council. Garner and Monette’s appointments to the Water Law Advisory Board underscore their leadership in the field and will allow them to contribute invaluable insight to ensuring water management policies align with broader environmental and human rights goals.
