Best Best & Krieger Municipal Law Attorney Appointed IMLA California State Co-Chair
Duran Named California State Co-Chair, Effective October 2024
Ruben Duran, a Municipal and Special Districts attorney, managing partner of Best Best & Krieger’s (BBK) Ontario office and a member of the firm’s Executive Committee, has been appointed one of the California State Co-Chairs for the International Municipal Lawyers Association (IMLA). He will serve a one year term to conclude in the Fall 2025.
Duran serves as city attorney for the cities of Fontana and Ontario, general counsel to the Oxnard Harbor District (Port of Hueneme) and the Crescent City Harbor District and board counsel to the Southern California Association of Governments. He recently finished five years of service on the Board of Trustees of the State Bar of California, whose mission is to protect the public and includes the primary functions of licensing, regulation and discipline of attorneys California’s nearly 270 thousand attorneys. Duran was the first attorney in the State Bar’s history to be appointed to a second term as Chair of the Board by the California Supreme Court.
In 2022, Duran was the recipient of the IMLA Brown, Mulligan, Rocha Distinguished Public Service Award for his outstanding contributions to public service and the legal profession.

Active in the community, Duran is a member of the Executive Committee of the California Judges Association’s Judicial Fairness Coalition and is the past president of the City Attorneys Association of Los Angeles County. Duran’s other community service includes membership on the boards of the Institute for Local Government, Coro Southern California and the Southeast Arts and Cultural Foundation.
