Richard Wall
Richard Wall is an associate practicing in Best Best & Krieger’s Special Districts and Public Finance practice groups. Richard largely focuses his practice on matters involving public agency fees, charges, taxes and assessments. He helps public agency clients navigate California’s robust constitutional and statutory requirements, ultimately working to provide them with opportunities to raise vital revenue for their infrastructure and operational service needs.
Richard also assists clients with the formation of new special tax and assessment districts, as well as administrative procedures related to Propositions 13, 218 and 26. Richard has specific knowledge of these complex regulations, which often require existing districts to raise fees for necessary services.
Born and raised in Riverside, California, Richard enjoys helping communities across Southern California through his practice, supporting public agencies that provide residents with crucial infrastructure and services.
