Elizabeth Balloue is a paralegal in Best Best & Krieger LLP’s (BBK) Environmental Law & Natural Resources practice group. She has over 20 years of legal experience working on cases that involve public agencies, private companies and individuals.

Elizabeth’s work as a paralegal focuses on municipal law and public agency litigation at all levels of the federal and state courts, on cases involving complex groundwater adjudications, water law, Sustainable Groundwater Management Act, the Endangered Species Act, the Comprehensive Environmental Response, Compensation and Liability Act, the Resource Conversation and Recovery Act, Air Quality Management District rules and regulations, and public works projects. She assists attorneys with the various procedural aspects of civil litigation, including discovery proceedings, expert witness management and all aspects of trial preparation, such as trial exhibits, demonstrative exhibits, witness lists, subpoenas and notices to appear. She also analyzes data and prepares administrative records in complex environmental proceedings, appellate proceedings and administrative actions.

Elizabeth’s municipal law experience includes matters dealing with public disclosure laws such as the Ralph M. Brown Act/Open Meeting Law and the Public Records Act. She assists attorneys by reviewing city ordinances and resolutions and provides analysis and updates about changes to the respective municipal and administrative codes.

Prior to joining BBK, Elizabeth gained experience in various practices including bankruptcy, trust and probate administration, estate planning and personal injury. She supported attorneys with the preparation of wills, trust agreements, powers of attorney, health care directives and probate documents.

Elizabeth is a Bay Area native, and considers herself an adventurous foodie.
