Dean Atyia has been recognized in Lawdragon’s 500 X – Next Generation list for his counsel in litigation and special districts. Atyia is a member of BBK’s Special Districts practice group advising clients on public services that involve funding, governance and regulation. With years of trial experience, Atyia has won cases in both state and federal courts across the United States, arguing appeals in federal appellate courts while serving as Assistant United States Attorney and Assistant Attorney General.
Lutfi Kharuf has been recognized by Lawdragon’s 500 X – Next Generation list for his impressive background in public finance and special districts. Kharuf is a member of BBK’s Special Districts and Public Finance practice groups, providing counsel to public agencies on the adaptation of new and increased fees, charges, assessments and taxes, as well as forming community facilities districts and assessment districts. Additionally, Kharuf has also served as bond disclosure and issuer’s counsel to cities, special districts and various other public agencies in the state of California.
