His work has shaped groundwater management, water rights frameworks and sustainable policy at the state, national and global levels. He is widely regarded as a leading authority on groundwater adjudications and sustainable water governance, having played a key role in some of the most significant water matters in California history.
In addition to being recognized by Lawdragon, Garner is widely regarded as a leading voice in water law scholarship and practice. He is the co-author of California Water, California Water II, and California Water, Third Edition, and serves as an adjunct law professor at the University of Southern California Gould School of Law.
