Oscar Becerra

Oscar Becerra is an associate in the Municipal Law practice of Best Best & Krieger LLP (BBK), where he focuses on general legal issues affecting municipal clients, affordable housing, real estate transactions and entity governance. He supports public agencies, developers and affiliated entities in matters involving the development, acquisition, financing and disposition of real property, with an emphasis on affordable and multifamily housing projects. Oscar is committed to providing practical, responsive counsel that helps clients navigate complex regulations and move their projects forward efficiently.

Oscar's affordable housing work spans public and private financing, including low-income housing tax credits, state and local housing finance agency loans, HOME and CDBG funded programs. He drafts and negotiates the loan, regulatory and disposition documents these transactions require and advises clients on federal funding and procurement obligations. He also handles general real estate transactional matters involving commercial lending, development, acquisition and disposition of multifamily housing projects.

Before joining BBK, Oscar represented real estate developers and community associations throughout Texas, including property owners' associations, condominium, commercial and master planned communities. He served as general counsel to these clients, advising on real estate development and acquisition and on all aspects of corporate governance. That work included entity formation, drafting, reviewing, amending and interpreting governing documents, contract review, collection of delinquent assessments, restrictive covenant enforcement, alternative dispute resolution and federal and state law compliance.
