Annalissa Maitz is an associate in the Business Services practice group at Best Best & Krieger LLP (BBK), where she represents public and private entities across California in complex litigation and advisory matters. Her practice focuses primarily on real property enforcement and defense, constitutional issues, and California public education.

Annalissa's real property work encompasses a wide range of enforcement and defense matters, including unlawful detainer actions, lease enforcement disputes, mobile home specific issues, and land use and permitting litigation. She represents public agencies and property owners in court proceedings, writ actions, and pre-litigation negotiations involving complex statutory compliance, regulatory enforcement, and disputes over possession, access, and use of property. This work centers on securing and defending clients’ property interests in matters with significant operational and public-impact implications.

In the constitutional arena, Annalissa advises and defends clients in cases raising complex constitutional questions, including free speech, due process, equal protection, property rights and state and federal preemption challenges. Her experience includes disputes arising from policy implementation, regulatory enforcement, and emerging constitutional issues.

Annalissa's education practice includes representing and advising school districts, county offices of education, and colleges in matters involving campus and student issues, special education compliance, student discipline, discrimination and Title IX investigations, and policy challenges. She counsels clients on the development and enforcement of board policies and administrative regulations to ensure compliance with the California Education Code, Title 5 regulations, and federal mandates such as the Individuals with Disabilities Education Act (IDEA) and Title IX. Her litigation experience includes defending educational institutions in administrative proceedings before the California Department of Education and the Office of Administrative Hearings, as well as in state and federal court actions. Annalissa also provides school and agency leadership practical counsel that balances legal obligations with political considerations and public perception. She advises elected and appointed officials on conflicts of interest, ethics compliance, public records, and open meeting laws to support transparent and effective decision-making.

Before rejoining BBK, Annalissa served as Deputy General Counsel for the California Department of Education, where she represented the Department and the State Superintendent of Public Instruction in complex federal and state litigation, policy advisories, legislative bill analysis, and COVID-related matters. Annalissa began her legal career at BBK in the firm’s Special Education practice. Before joining the firm, she gained valuable courtroom experience as a Certified Post-Bar Clerk with the District Attorney’s Offices of Santa Clara, Santa Cruz, and Sacramento Counties, and as a judicial intern to the Honorable Don Currier of the Sacramento County Superior Court. Prior to completing McGeorge School of Law’s evening program, she served as a Juvenile Probation Counselor for the County of Napa and worked as a Youth Behavior Therapist in both community-based and secure settings.

A Sacramento native, Annalissa enjoys spending time with her bulldogs, Henrietta and Winston, discovering new restaurants, visiting local wineries, and exploring historic architecture throughout California.
