With regard to the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, Paula provides general counsel services to LAFCos and regularly advises other public agency clients with respect to LAFCo-related issues. In her role with CALAFCO, she advises on, and assists in, the drafting of legislation on behalf of the organization, which represents, educates and supports its member LAFCos. She has authored several white paper reports on legislative changes impacting changes of organization and reorganizations of California local agencies.

Paula’s vast experience representing special districts on issues and legal matters related to water, sewer and transportation continually provides opportunities for her to be involved with special district industry organizations, such as the California Special Districts Association (CSDA).
