The City of San Juan Capistrano, with legal guidance from its City Attorney’s Office of Best Best & Krieger, has earned unanimous approval for a 50-unit permanent supportive housing project and new city hall site.

Represented by BB K Partner and San Juan Capistrano Assistant City Attorney Elizabeth Hull and BBK’s Alisha Winterswyk, Kylee Otto and Jane Azbug, all deputy city attorneys, the City Council approved the project after nearly two years of research and planning. The vote was supported by more than 25 letters and numerous speakers in favor of the project.

Along with providing affordable housing to San Juan Capistrano’s most vulnerable population, the project — a partnership with Irvine-based Jamboree Housing — will encompass wraparound support services for those with substance abuse and/or mental health issues. The construction of a new 16,000 square foot permanent city hall building was also approved as part of the project, addressing the longstanding need to replace the existing modular facility and with minimal impact to the City’s General Fund.

Following the demolition of the existing city hall structure, the three-story apartment building for low-income households will be built on the same property, adjacent to the new, two-story city hall structure.
