The article addresses new mandatory trainings for local government board members and other staff under SB 827.
In the article, Norvell and Cook explain that SB 827, signed into law in October 2025, expands California’s existing AB 1234 ethics training requirements. This expansion comes from adding a new mandatory two-hour fiscal and financial training for local agency board members and certain officials beginning in 2026. The authors highlight key differences from AB 1234, including shorter compliance timelines for new officials, biennial training requirements and detailed rules for training delivery. Norvell and Cook also outline phased deadlines through 2028, limited term-based exceptions, and new website posting requirements to promote transparency and public trust.
