Best Best & Krieger LLP (BBK) Of Counsel, Kellan Martz authored an article published March 11, 2025, in the California Special Districts Association’s (CSDA) e-newsletter addressing California’s recent State of Emergency proclaimed by Governor Gavin Newsom on March 1, 2025.

Martz outlines that California is continuing to face risk with wildfires as they become more frequent and more devastating. According to Martz, Governor Newsom’s emergency proclamation aims to speed up wildfire prevention efforts by removing procedural delays that have hindered progress, such as environmental reviews and multi-agency permits. The order temporarily suspends parts of the California Environmental Quality Act and the California Coastal Act for qualifying wildfire projects, ensuring that they move forward quickly while maintaining oversight. Martz highlights that the order also allows faster approvals for fire mitigation work and directs agencies to improve wildfire prevention strategies, including the use of prescribed burns.

Martz suggests in order to maximize the benefits of the proclamation, CSDA members should start by identifying eligible wildfire prevention projects in their areas and work with relevant state agencies to confirm eligibility and secure necessary approvals. Special districts should also explore available funding and technical assistance, as the emergency order prioritizes financial and logistical support for wildfire prevention. Additionally, Martz encourages community involvement and details its importance throughout implementation.
