Tim Lyons
Tim Lyons is a member of Best Best & Krieger LLP’s Environmental Law & Natural Resources Practice Group in the firm’s San Diego, California office whose practice centers around energy issues. He provides general and regulatory counsel to cities, Indian tribes, and Joint Powers Authorities/Community Choice Aggregators in both California and Oregon. Tim is an experienced practitioner at both the California Public Utilities Commission and the Oregon Public Utility Commission, and enjoys helping clients navigate the complexities of federal and state energy laws.
Tim has worked for and represented investor-owned utilities (IOUs) for nearly 15 years and has significant experience in the development and permitting of electric transmission and distribution infrastructure projects. His 13 years at an IOU in Southern California gave him unique insights into the challenges that regulated entities face in the energy space. He has sourced, drafted, and negotiated material and equipment supply and construction services contracts, including engineering, procurement, and construction (EPC) contracts; served as liaison between an IOU and the California Public Utilities Commission for rulemaking and adjudicative proceedings; and supported utilities through general rate case and complaint proceedings. His procurement, regulatory, and legal experience position him uniquely to provide a wide range of support to BBK’s clients in the energy space.
With a strong background in energy infrastructure development, and an understanding of and interest in the intersection between project development and land use laws, Tim jumped at the opportunity to serve as a commissioner on the City of Lake Oswego’s (OR) Development Review Commission, a role in which he and his fellow commissioners review development applications for compliance with the city’s land use and design regulations.
Tim has a passion for outdoor adventures and spending time with his friends and family (dogs included).
