Sarah Locklin is an associate and member of Best Best & Krieger LLP’s (BBK) Municipal Law practice group. She provides counsel on a broad range of litigation and transactional matters related to municipal government, including governance, public contracting, regulatory compliance, public housing, and innovative policy development. She has also served as special litigation counsel to various public agencies in initiating and defending California Environmental Quality Act (CEQA) petitions for writ of mandate, defending Public Employee Relations Board (PERB) unfair bargaining charges, and initiating unlawful detainer actions.

Prior to joining BBK, Sarah served as Assistant City Attorney for the City of Chino, Assistant General Counsel for the Santa Clara County Housing Authority, Deputy City Attorney for the City of Irwindale, and Deputy City Attorney for the City of Morro Bay. While in law school, she was the Senior Editor of Hastings Race and Poverty Law Journal

Outside of work, Sarah enjoys knitting and traveling internationally with friends.
