Catherine Morrison

Catherine Morrison is the deputy director of PRA Services and E-Discovery with Best Best & Krieger LLP’s (BBK) Advanced Records Center (ARC). In this role, she provides public agencies with clear and accurate legal guidance on their obligations regarding public records requests and related matters.

Catherine came to BBK from the City of San Diego’s City Attorney’s Office, where she served as deputy city attorney, working with a team of attorneys and paralegals to review records requests submitted to the City Attorney’s Office. She was responsible for developing search parameters for the City’s IT department and reviewing records for responsiveness and applicable legal exemptions. Additionally, she worked with advisory attorneys when counseling their department clients on ways to respond to their own record requests. Catherine also conducted discussions and training to San Diego City Department personnel regarding their obligations under the California Public Records Act (CPRA) and the risks and benefits of the different options in response to legal issues surrounding record requests.

Prior to her work with the City of San Diego, Catherine was a litigation associate and special counsel with a San Diego-area law firm.

Outside of the office, Catherine is on the Board of Directors of a San Diego nonprofit organization that teaches art to kids using recycled materials and found objects. She has an identical twin sister and loves spending time with her three grown children.
