Martin de los Angeles is of counsel in Best Best & Krieger LLP’s Municipal Law practice group. Martin serves as assistant city attorney to the City of Winters. He is also general counsel to the Rodeo Sanitary District and other special districts, including several public cemetery districts. He previously served as assistant city attorney to the City of Milpitas.

Martin regularly counsels cities and special districts on land use and economic development, conflicts of interest and open meeting laws. His duties include drafting and reviewing contracts and other types of transactional documents; preparing ordinances and resolutions; researching and preparing legal opinions; and analyzing and interpreting legislation. Martin advises city councils, boards, commissions, management and staff on legal issues associated with Municipal Law practice, such as the Brown Act, Political Reform Act, California Public Records Act, ethics, public official conflict requirements and public contracting. Martin also works closely with city planning departments to negotiate agreements, prepare conditions of approval, and ensure compliance with planning and zoning laws and regulations.

Prior to joining BB&K, Martin served as assistant city attorney to the City of Cudahy and deputy city attorney to the cities of El Monte and San Fernando. In addition to his advisory and transactional services, he successfully defended municipalities in state court against such matters as fraud, breach of contract and declaratory relief, and handled code enforcement matters in areas including nuisance abatement and receiverships. Prior to that, Martin served as an assistant attorney general to the Commonwealth of the Northern Mariana Islands, where he represented executive departments and agencies in all in-house legal matters, including contract and regulatory review, administrative appeals and government procurement.

Martin previously served on the League of California Cities’ FPPC Committee of the City Attorneys’ Department.

Martin has lived parts of his life overseas in the Philippines, Spain, Taiwan and Vietnam and is proficient in Spanish and Tagalog. He now lives in the Bay Area with his wife, son and rescue dog.
