John is the city attorney for the City of Santa Paula and regularly assists cities with land use, environmental and public law matters.
John regularly defends city clients from First Amendment, environmental, land use, election and mobile home regulation challenges.

John negotiated the sale of city’s former wastewater treatment facility and the purchase of its new wastewater recycling facility.

John C. Cotti’s practice includes both advisory work and litigation. John has served as the city attorney for the City of Santa Paula since 2011 and regularly assists Best Best & Krieger LLP’s other city clients with land use and public law matters, including the California Environmental Quality Act, ethics, contracts, personnel matters, the Brown Act and election issues. John also advises the Palos Verdes Estates’ Planning Commission.
John negotiated the sale of Santa Paula’s former wastewater treatment facility and the purchase of its new wastewater recycling facility, both of which involved lengthy litigation, administrative proceedings with various state agencies and detailed negotiations. A seasoned litigator, John has served as lead counsel in a number of matters, including disputes involving:

  • Election laws
  • Public works contracts
  • Pitchess motions
  • The Government Claims Act
  • The First Amendment
  • Mobile home regulation
  • Land use
  • Environmental laws 

His extensive experience includes participation in trials, drafting and responding to discovery, drafting and arguing motions, taking and defending depositions, litigating writ actions involving land use and environmental matters and participating in numerous mediations. This experience allows him to better oversee litigation matters, ask the right questions, and weigh the costs and benefits of litigation strategies.

Prior to joining the BB&K, John practiced at Jenkins & Hogin LLP. Previously, he served as a deputy city attorney for the City of Los Angeles, Land Use Division, where he represented the Department of City Planning and the Department of Building and Safety in the state, federal and appellate courts. John also prosecuted criminal violations for Los Angeles and obtained guilty verdicts in cases involving assault, battery, domestic violence, drug and weapons-related offenses, and DUI.
John is admitted to practice in the U.S. District Court for the Central District of California and the U.S. Ninth Circuit Court of Appeals.
