Annie Loo is an attorney for Best Best & Krieger LLP’s ARC: Advanced Records Center, where her focus is helping local agencies respond to difficult California Public Records Act requests. Annie has worked on both sides of CPRA issues as a former reporter for The Orange County Register and as a former deputy county counsel for the County of Orange. At BB&K, she works on complex requests involving large records productions and nuanced claims of exemption, including attorney-client privilege, trade secrets and deliberative process. She has experience in advising local agencies about the disclosure of personnel files, law enforcement records, drafts and official building plans. She is also an experienced trainer on CPRA issues and takes a practical approach to solving CPRA challenges.
 
CEDS.pngAt BB&K, Annie has advised cities, school districts and special districts on responding to expansive CPRA requests that seek sensitive data. She has worked on productions that included multiple clients, millions of records, Marken notices and records in the possession of the agency’s contractors. Annie is passionate about the CPRA and left her position as a deputy county counsel for the County of Orange to specifically focus on helping local agencies respond to complex CPRA requests. She is an Certified E-Discovery Specialist and uses an e-discovery approach to create a defensible response to CPRA requests.
 
Annie was also adjunct faculty at Biola University teaching Public Affairs Reporting and Investigative Reporting. As an Orange County Register reporter, she covered politics in Huntington Beach and had a column dedicated to public records. She is admitted to the U.S. District Court for the Central District of California. Annie lives in Orange County with her husband and baby boy.
