Now That You Have ARPA Funds – What’s Next?

The American Rescue Plan Act was signed into law on March 11 by President Biden. Sections 602 and 603 of ARPA provides $350 billion in support to state, local and tribal governments to respond to COVID-19’s impact on their communities, residents and businesses. ARPA allows for the Coronavirus State and Local Recovery Funds to be used in the following ways:
- Support public health expenditures
- Address the negative economic impacts caused by the public health emergency
- Address the disproportionate public health and economic impacts of the COVID-19 pandemic on the hardest-hit communities and families
- Replace lost public sector revenue
- Provide premium pay to essential workers
- Invest in water, sewer and broadband infrastructure
The Treasury Department issued an Interim Final Rule on May 10 that outlines the terms for use and reporting obligations. Join BB&K, along with guest speaker Irma Esparza Diggs, Senior Executive Director of Federal Advocacy of the National League of Cities, as we discuss the overall requirements of the Interim Final Rule, provide analysis on the eligible uses under the Rule and offer insights into the permissible infrastructure investments in water, sewer and broadband.
