When the Chair is Empty ... How Do We Provide FAPE When Students Are Not in School?
Chronic absenteeism hurts both students and school districts alike. This presentation is for all levels of experience and will examine both legal and practical challenges that come with students who do not, cannot, or will not come to school. We will wrestle with how to identify and appropriately respond to the root causes of the absenteeism and discuss practical and effective ways to engage parents and students to increase school attendance. Particular focus will be given to how school districts can meet their FAPE (child find, eligibility, and placement) obligations to students with disabilities whose attendance issues may be caused by physical, emotional, and other behavior issues.
